Article 40 Organisation of village panchayats.

This article asks the State to organise village panchayats. These bodies should have such powers and authority as they need to work as units of self-government. The aim is democracy at the village level. The 73rd Amendment later gave panchayats constitutional status, regular elections, and a list of local subjects.
